Introduction

Youth are most valuable asset, for today's youth will be tomorrow's leaders and human resource. To help Hong Kong meet the needs of our youth and respond to their aspirations, the Commission on Youth was set up in February 1990.

Terms of Reference

    1. To advise the Chief Executive on matters pertaining to youth.
    2. To exchange ideas and information with other Government advisory bodies on youth matters with a view to ensuring that interests of young people are taken into account in the design of relevant service programmes.
    3. To encourage better cooperation between Government departments, voluntary agencies, district organisations and private organisations involved in youth service provision.
    4. To gather information and initiate research on matters pertaining to youth.
    5. To act as a focal liaison point with other international youth organisations, and to promote opportunities for the young people of Hong Kong to acquire international experience and exposure.
    6. To enhance the civic awareness of young people and their participation in community affairs.
    7. To promote leadership training for young people.

Scopes of work and Organization of COY

The Commission on Youth is an advisory body. Members, including unofficials from a wide spectrum of the society and representatives from government departments, are appointed by the Secretary for Home Affairs. Other than conducting regular meetings to deliberate on youth matters and make recommendations to the Government, the Commission also, from time to time, undertakes researches and studies on matters pertaining to youths. To provide opportunities for youths to broaden their horizon and international perspective, the Commission also organizes International Youth Exchange Programme. The successful candidates will be arranged to visit a foreign country.

Commission on Youth (2009-10)
Terms of Reference of Working Groups

1.     Working Group on Youth Studies and Development Policy

i)

To conduct studies and surveys on youth development issues to facilitate the Commission on Youth (COY) to advise the Government on matters relating to youth development and, if requested, to provide such information to relevant policy bureaux/departments and youth organisations to assist them to formulate youth service programmes; and

ii)

To co-ordinate the updating of the statistical profile of youth in Hong Kong.

2.     Working Group on Promotion of Activities

i)

To organise or sponsor youth development activities; and

ii)

To collaborate with youth uniformed groups and other youth organisations in formulating plans to jointly promote youth development.

3.     Working Group on Youth National Education

i)

To formulate strategies and plans to promote national education among young people; and

ii)

To determine funding criteria, application procedures and publicity and promotion plans for the Community Participation Scheme for Organising Study Tours to the Mainland and the Youth National Education Funding Scheme, as well as to examine applications and to monitor and evaluate the effectiveness of the two Schemes.

4.     Working Group on International Exchanges and Conferences

i)

To formulate the objectives and content of the International Youth Exchange Programme, including selection of suitable delegates, assisting in the selection of suitable contractors, monitoring of the implementation of the programme and evaluating its effectiveness; and

ii)

To organise the Youth Summit, including formulating the objectives, themes, format, etc.
